California Supplemental Insurance Coverage

Plan A offers only basic benefits not covered by Medicare while Plan F offers the most benefits. In California, plans C, F, and G are very popular as they fill in the most common gaps.

Some companies also offer a high deductible Plan F. In order for benefits to begin, the insured would need to reach a $2000 deductible each year.

Plans K and L are two other less expensive options that require the insured to cover more in out of pocket expenses should claims arise.

Plans M and N are new as of June 2010 and are also affordable options in the Medicare supplement marketplace. They require more cost sharing than other coverages like F and G, but have lower monthly premiums for the insured.

California Medicare Open Enrollment

If you are newly enrolled or soon to be enrolled in Medicare Parts A and B at age 65, you are eligible to purchase a Medigap policy and cannot be denied coverage due to your health history. This is known as the open enrollment period and includes the three months before and after your birthday month.

Medical underwriting is not required and no health related questions will need to be answered. Additionally, if you are involuntarily losing group health insurance after age 65, then you are eligible to purchase a supplemental policy without medical underwriting. Foreigners will need to have lived in the U.S. for at least five years to be eligible for coverage.

CA Medicare Disability and Under Age 65 Plans

Those under age 65 and newly accepted into Medicare Disability (Part B) also have a six month open enrollment window to purchase supplemental coverage. Plan availability will differ from company to company, but all carriers must offer Plans A, B, C, and F.

If coverage is not purchased during the six month window, then underwriting will be necessary and the you would likely be denied coverage. Those under age 65 can also invoke the yearly birthday rule to purchase similar coverage at a reduced rate.

Yearly Anniversary or Birthday Rule

Once you have purchased supplemental coverage in California, you will have the opportunity every year during your birthday month to switch to a like or lesser plan without underwriting. Thus, if you are enrolled in Plan F, then you can move to a new Plan F (or lesser plan) with a different insurance company.

You can lower your monthly premiums by taking advantage of this rule every few years if your rates have risen dramatically. This open enrollment window typically ends one month after your birthday and is sometimes referred to as the “anniversary rule.”
