Choosing Supplemental Coverage

California Medicare SupplementsThere are twelve standardized plans to choose from A, B, C, D, E, F, G, H, I and J as well as K and L.  Plan A offers only basic benefits not covered by Medicare while Plan J offers the most benefits. In California, Plans C, F, and J are most popular when coupled with Part D prescription drug coverage.

Some companies also offer a high deductible Plans F and J. In order for benefits to begin, the insured would need to reach a $2000 deductible.  Plans K and L are two other low cost options where the insured would have out of pocket expenses should claims arise.

Additionally, insurance carriers offer supplemental coverage with a network of doctors and hospitals to choose from – as oppose to using any doctor or hospital. These are know as “Select Plans.” The advantage of purchasing a high deductible, coinsurance, or Select Plan would be lower monthly premiums .

California Medicare Open Enrollment

If you are newly enrolled or soon to be enrolled in Medicare Parts A and B at age 65, you are eligible to purchase a Medigap policy and cannot be denied coverage due to your health history. This is known as the open enrollment period and lasts six months after your eligibility begins. Underwriting is not needed and no health related questions will need to be answered. Additionally, if you are involuntarily losing group health insurance after age 65, then you are eligible to purchase a supplemental policy. Foreigners need to have lived in the U.S. for at least five years to be eligible for coverage.

CA Medicare Disability and Under Age 65

Those under age 65 and newly accepted into Medicare Disability (Part B) also have a six month open enrollment window to purchase supplemental coverage. Plan availability will differ from company to company, but all carriers must offer Plans A, B, C, and F. If coverage is not purchased during the six month window, then underwriting will be necessary and the applicant would likely be denied coverage.

Yearly Anniversary or Birthday Rule

Once you have purchased supplemental coverage, you will have the opportunity every year on your birthday to switch to a like or lesser plan without underwriting. Thus, if you are enrolled in Plan F, then you can move to a new Plan F (or lesser plan) with a different insurance company. Consumers can lower their premiums by taking advantage of this rule every few years. This open enrollment window typically ends one month after your birthday and is sometimes referred to as the “anniversary rule.”
